The Harbour Group Expands Public Diplomacy Practice
Adds Policy, Gulf State Expertise

January 2, 2008 – Washington, D.C. –The Harbour Group expands its growing public diplomacy practice with the addition of Byron Fogan to the team. Mr. Fogan, a recent graduate of Albany Law School, is a student of international law who has traveled in the Gulf States and brings fresh perspective to The Harbour Group’s work with the Government of the United Arab Emirates, in particular. He will share his knowledge of U.S. national security, international human rights law, and Pan-African and Middle East policy to help clients manage their public policy issues and outreach to key stakeholders.

“This is a critical time for diplomatic efforts in so many regions of the world and communications is an essential component to these activities,” said Richard Marcus, Managing Director of The Harbour Group. “We find that our public diplomacy work has taken off, and the addition of Byron Fogan will add both depth and perspective to our work representing international clients.”

Prior to studying law, Mr. Fogan managed client interactions and communications for a number of industries — including telecommunications/high-speed data, cable and media research — while working for Verizon, NYNEX and Bell Atlantic. More recently, Mr. Fogan served as a fellow of the Government Law Center at Albany Law School where he developed and delivered legal training materials. He has been successful in enhancing good corporate governance of not-for-profit organizations.

Mr. Fogan is a graduate of the Georgetown University College of Arts and Sciences, where he earned a degree in international relations. He completed his J.D. at Albany Law School, where he was a recipient of both the Emerson Foundation and Parsons Scholarships and the Monroe (NY) County Bar Association Diversity Clerkship.
